Eligibility Criteria

Common Requirements (All Posts)

  • Citizenship: Must be a citizen of India.
  • Character & Health: Good character, sound health, free from organic defects.
  • Marital Status: Must not have more than one spouse living, if married.
  • Language: Must be able to speak, read and write Odia (equivalent to M.E. standard).
  • Government servants (temporary or permanent) may apply after obtaining a No‑Objection Certificate from their Head of Office.

Junior Clerk‑cum‑Copyist, Stenographer Grade‑III & Junior Typist

  • Educational Qualification: Passed at least +3 (graduation) examination from a recognized university.
  • Computer Diploma: Minimum Diploma in Computer Application from a recognized institute.

Additional for Stenographer Grade‑III

  • Shorthand speed: Minimum 80 wpm in shorthand.
  • Typewriting speed: Minimum 40 wpm through Computer System.

Additional for Junior Typist

  • Typewriting speed: Minimum 40 wpm in English through Computer System.

Salaried Amin

  • Educational Qualification: Passed matriculation (Class 10) or equivalent.
  • Must have completed Revenue Inspector Training.

Age Limit

  • Minimum Age: 18 years
  • Maximum Age: 42 years as on 18 July 2026

Age Relaxation

Selection Process

  1. Stage 1 – Career Merit List: Applications are evaluated on the total percentage of marks obtained in HSC + +2 + +3 (or equivalent). Separate merit lists are prepared for General and Reserved categories. Candidates up to twenty times the vacancy in each category are called for the written test.
  2. Stage 2 – Written Examination / Skill Tests:
    • Junior Clerk‑cum‑Copyist: English, Arithmetic, General Knowledge (each 100 marks), followed by a Computer Science Practical (100 marks) and Viva‑Voce (45 marks).
    • Stenographer Grade‑III: English (100 marks), Shorthand & Typewriting (50 marks), Computer Science Practical (100 marks), Viva‑Voce (35 marks).
    • Junior Typist: English (100 marks), Typewriting (50 marks), Computer Science Practical (100 marks), Viva‑Voce (35 marks).
    • Salaried Amin: English & Odia (100 marks), Arithmetic (100 marks), Technical Theory (Survey & Settlement – 100 marks), Technical Practical (50 marks), Viva‑Voce (25 marks).

    Minimum qualifying percentages are specified for each part (generally 35% for written papers, higher for skill tests).

  3. Stage 3 – Viva‑Voce: Candidates who clear the skill/practical tests are called for a personal interview/viva‑voce.
  4. Final Merit List: Based on total scores of all qualifying stages, the final merit list is prepared and candidates are appointed.
